That's not what I understand from the FHS. Section 3.12.2 says:

"Host-specific configuration files must be installed in /etc/opt. See the section on /etc for more information."

So unless you're arguing that the binc config files are not "host-specific" (which I think they all are), the FHS says they go in /etc/opt/bincimap/. I glanced at the FHS list archives, and it looks like this will stay the same for FHS 2.3--but I'm not sure about that.

In any case, I don't personally mind the current location of the config files so much. FHS compliance is nice, but I have binc already setup anyway :-)
