I skipped a couple of minor versions and just upgraded to 1.0.24, I don't know if this was introduced with that version or earlier, but you *must* have the 'cipher list' configuration directive in your conf. It wasn't in earlier versions but is, of course, in the one distributed with 1.0.24. Not having it causes bincimap to fail with the cryptic "TLS Negotiation Failed" (or SSL... if you're using --ssl) in the log files.
Took me a bit to find that one. :-)
