When you telnet to the server on port 143, bincimap-up is launched. Are 
you running and commands before this shows up in the logs, and if so, what 
commands are you running?

I'm starting to wonder if the environment data is not passed on to the
child processes on your system, but I'd like to eliminate some options 
first.

Please provide, if you can, the list of commands you submit to the server.
