Copy and paste is done through the applications themselves. You can disable it in specific applications, but cannot do it on the OS level.
In Powershell, you can copy things to the clipboard with Clip.exe in System32. You can try deleting that or using app locker to block it, or taking away all permission to it. I have no clue what that will do to the OS though, or if that will even disable copy / paste. You can try it and we can take bets on if it will crash the system or not!
