Management pack ID's must be unique at the management group level. Element ID's within a MP must only be unique only within that MP, because they will be assigned unique GUID's once imported. However, it can get confusing, when troubleshooting, so the best practice is to have all MP elements use the MP ID as a prefix.... such as the MP is My.Custom.App, and withing that you have My.Custom.App.Discovery, My.Custom.App.Service.Monitor, My.Custom.App.Collection.Rule, etc... Again - a good practice, not technically required.
