I've seen it sporadically on remote consoles also. You should grab screenshots 
next time and file a bug on connect.

Subject: [mssms] 2012 R2 SP1 Device Collections Issue

Since we upgraded to 2012 R2 SP1 when I go into a device collection folder I 
see all collections. This randomly happens and is limited to device 
collections.  Sometimes it's fine, but sometimes it's showing all of them. This 
happens both on the server console and local console. I've removed the Now 
Right Click tools thinking may it was that, but the problem persists.

Have you heard of this issue?
