We have an application that every day between 05:55 and 06:05 bounces a 
service. We have a service monitor running on it, but I'm curious if we could 
have a schedule that would basically run at all times, save that 10min window 
each morning.

I can't find any helpful resources other than the basic scheduling options. Is 
this possible? For now, I have a PowerShell script placing the host in 
Maintenance Mode over that period of time, but I'd really love to know if we 
tell a rule/monitor to "Always run, except ____" and be able to give 
dates/timeframes.

Is this possible to do? Any helpful links/resources you have on the subject?
