Isn't it something like Computer Configuration\Windows Settings\Security
Settings\Local Policies\Security Options\Prevent users from installing printer
drivers?

I think an old image I have, we (me) decided to not allow users that ability to
install printers or print drivers.
Where in gpedit do I look for this on a Windows 7 machine?
I am running RSOP on it currently just trying to figure it out before it
finishes.
