Apply network settings simply adds the info to the unattend.xml file and then Windows Setup uses it to join the domain. Join Domain or Workgroup is directly using Windows SPIs to perform the join just like you doing it in the GUI or using netdom from the command-line.
Other than that, the under-lying process should be the same. Why are you trying to use the Join Domain task? Also, please post the entire relevant snippet from smsts.log showing the task running and the failure.
