I believe this happens when the AD is updated to the 2008 functional level.

Regardless, you can deploy a GPO to give users rights to install printers.
Computer Configuration\Administrative Template\System\Driver
Installation\Allow non-administrator to install drivers for these device
setup classes is the place.  I believe you need the Windows 7 RSAT tools to
do it, though.
