Nah, Fixed it be reseting the GPO back to Eastern Standard Time from (erroneous) US Eastern Standard Time. Now all is right with the world.

AFAIK, there is no "India East" as a display string for any timezone. If you are seeing "India East" in the GUI, I think that something has been broken in the registry. I'm assuming that you are updating Time Zone info via GPO by actually pushing registry info?
