Looks like a possible bug to me. If you can repro this, you should file it as a 
bug on connect or contact CSS and report it as a bug.

 Hi All,

I don't know that it is by design but I have observed the following scenario.


  *   User request application from application catalog which require approval.
  *   The request is generated in SCCM with status "Requested".
  *   that request didn't approved for 4 days.
  *   on 5th day user try to submit the same application for approval and SCCM 
pop-up a message like,

  *   User click Yes and re-submit the request.

it seems like SCCM didn't cancel the previous request and use the same GUID to 
resubmit that for approval.

SCCM Should Cancel the previous request and Generate New request GUID for the 
request as per the message in the popup.

Due to this I see duplicate Application request in Service Manager.

Any one observed that?
