Yep. Comes up all the time. The only possible solution that I know of (besides hitting users in the head repeatedly because that's what they deserve) is to increase the balloon notification timeout under the accessibility options: http://www.sevenforums.com/tutorials/10697-notifications-change-how-long-stay-open.html.
