So first I tried this C:\Windows\ccmsetup>Microsoft_SCCM_2012_Client5.00.7958.1501.EXE /skipprereq which just hangs. In the log it fails right away but if you don't look it feels like its doing something. And then I tried this;
ccmsetup.exe /skipprereq:windowsupdateagent30-x64.exe which generated the last error.
