Will be fine, and very common for small environments.

What you cannot share is SQL reporting services - if you have deployed SQL 
reporting for SCCM, you cannot use this reporting instance for SCOM reporting.  
In this case I'd recommend installing SQL reporting on your Scom server for 
that.

Is okay to install SCOM database in the SCCM database server?

This is a for a small environment "20 clients". No ACS database. Monitor OS, 
IIS and SQL.

SCCM server with SQL 2012 standard running 2012 r2 4 CPUs 16GB
SCOM server running 2012 R2 4 CPUs 16 GB.
