I have no idea what the cost is, but we use Alertus here. I’m not the app Admin, but I do know that it only requires one or two servers. (That’s generally how I assess applications!) It does SMS, etc., but in regards to what you mention, it completely takes over the desktop with a big red warning, though I think that part may only work on Windows. I’m not certain though.
