+2 If need to use GPP to do a folder copy. As John said upgrading IE (in-place) shouldn’t lose your favorites.
If just to be safe a simple robocopy at login can do it. robocopy %userprofile%\Favorites C:\temp\Favorites /E If you want to do it only once, check if it doesn’t exist first.
