I had similar problems with activating 2012 servers, according to Microsoft a 
2008 R2 KMS server it should be ok, I just moved the KMS to a 2012 server and 
that fixed it.

I put the update into my 208 r2 KMS server to work for Win 10.   Added the Win 
10 KMS key and they fail to activate. I get this on the server when they try to 
activate:

Incorrect,

The Windows 10 Key replaces your existing Windows 7 key and activates all down 
level clients (Windows 10 will activate Windows 10, Windows 8.1, Windows 8, 
Windows 7). As long as their are 25 clients in activation they will still 
activate. This can happen in any combination including 24 windows 7 machines 
and 1 windows 10 machine.

The same applies when you perform Active Directory Based Activation or use KMS 
for Windows Server. The top level key always applies even though you can keep 
the down level key in the directory for ADBA

When I add a new Win 10 KMS key to my existing server that has been happily 
activating Win 7, Office and servers for years I still need 25 Win 10 clients 
right.  It is 25 for EACH client OS?
