I had similar problems with activating 2012 servers, according to Microsoft a 2008 R2 KMS server it should be ok, I just moved the KMS to a 2012 server and that fixed it.

Incorrect, The Windows 10 Key replaces your existing Windows 7 key and activates all down level clients (Windows 10 will activate Windows 10, Windows 8.1, Windows 8, Windows 7). As long as their are 25 clients in activation they will still activate. This can happen in any combination including 24 windows 7 machines and 1 windows 10 machine. The same applies when you perform Active Directory Based Activation or use KMS for Windows Server.
