Your request is pretty vague. Can you be a bit more specific? For instance, 7zip can compress and encrypt files, but it's fairly manual, though I suppose you could whip up a batch file for the users.
Do you want minimal user interaction - that is, do you want the system to recognize required categories of files and automatically encrypt/decrypt them, or is it acceptable for the users to do the classification and encryption themselves? Also, what level/kind of encryption is acceptable - ROT13, PGP/GPG, 256bit AES, or something else? How are you going to handle key management?
