Here are my recommends for custom reports.

1.       Don’t use Report Builder, instead user SSDT or BIDS.

2.       Create the reports offline then upload them to your SSRS server.

a.       If you are using a production database then grant them SQL right of 
db_Datareader & smsschm_users on the database only.

3.       If you are going to edit ad default report and make sure make of copy 
of it. Never update an existing report.

4.       Make sure to keep a copy of your RDLs.

Hi everyone,

I’m having some issues making a custom RBAC security role that enables the 
Report Builder icon in SSRS and the Edit in Report Builder option for each of 
the reports. I’ve created a role with read, read report and modify report 
permissions for every option possible, along with read, modify, read report, 
and modify report permissions for Site.

It shows that the user assigned the role has ConfigMgr Report Users and 
ConfigMgr Report Administrators roles in folder security of SSRS, but no Report 
Builder luck yet. Anyone have any other suggestions I can try without giving 
them the keys to the kingdom?
