USB3 is kind of weird, some implementations may use different USB controllers
for the USB 3.0 and USB 2.0 pins on the same port, if you don’t have the
correct USB 3.0 drivers installed, your USB 2.0 devices could work, but USB 3.0
devices may fail. Again weird. Try USB 2.0 only devices, Try a USB 3.0 flash
device, try adding in a USB 2.0 Hub. Some people have reported having success
with USB 3.0, but not USB 2.0.

Surface and Dell supply drivers for WinPE that are importable into MDT and SCCM.

Hmm, didn’t think about that. I believe the new Surface only has USB3 ports.
I’ll pass it on.

you may also have the issue if you are plugging it into a USB3 port

Hmm, sounds very familiar. Not specifically WinPE, but I’m guessing the same
cause. One of the guys is trying to load some software on a new Surface
tablet. He plugged in the mouse he’s been using on his test box for weeks but
it wouldn’t work. He told me that one of the other techs complained the mouse
wouldn’t work either. (different mouse) First guy plugged in a Microsoft mouse
and BINGO, it works fine. We haven’t fully tested my theory yet, but the
non-working mice were all Dell. Next step is grabbing up some of the other
flavors of mice and see which ones work.
