We are experiencing an OSD issue during our Windows 7 deployments in CM2007.

We often see instances where the machine does not shut down completely after a 
task sequence-initiated reboot.  The machine starts to shut down, and some 
services stop, but it does not complete the shutdown process.  The TS progress 
dialog window disappears and the F8 command prompt functionality no longer 
works, but the machine just sits at the black "setup is preparing your computer 
for first use" screen.  This occurs randomly......we can perform the exact same 
provision on the exact same device over and over....sometimes there are no 
shutdown issues, and sometimes it happens at different places in the task 
sequence execution.  If we hold down the power button to complete the shutdown 
and then power the machine back up, the task sequence resumes as expected.  An 
inspection of the Event Log shows the expected message "The process 
winlogon.exe has initiated the restart of the computer xxxx on behalf of user 
NT AUTHORITY\SYSTEM for the following reason: Operation System Upgrade".  That 
is followed by some services shutting down, but not all services.  There are no 
other messages in the Event Log that help us identify why the shutdown is not 
completing, or what may be blocking it.  We have been deploying Win7 for 5 
years without seeing this issue until now.

We're in the middle of migrating to SCCM 2012, but still need to support these 
2007 boxes.  Anyone ever encounter anything like this?
