Can you provide some supported documentation on this? So, the factor is the 
fact that the existing CAS has primaries?

Not possible to "attach a primary site to an existing cas that already has 
primaries under it".

Easiest: Migrate the clients on that other primary to an existing primary site 
code in the "should end up over here under this CAS"

More complicated and I don't even know why I'm mentioning it:  Create a WHOLE 
NEW child primary under your existing CAS, and you'd still migrate the clients 
from OLD over to NEW sitecode.   The only reason I would see doing this option 
is if your existing CAS + Primary Site(s), if you were to migrate the OLD 
clients over, would bump up your CAS+Primaries to more than 150,000 clients per 
primary site under that CAS--then it would make sense.  Otherwise, it makes no 
sense to have another primary under the CAS.
