So according to MS this also includes: https://support.microsoft.com/en-us/kb/2863374 I would say that anyone on Windows 7 should have that one applied if doing DL's with BITS and caring about the bandwidth usage. We are always putting on KB2863376 as otherwise BITS can go "full throttle" in some cases. But apparently there are other issues solved by KB3036149.
