I like this idea way better actually. Thanks Sherry. I’ll just deploy the 
application to everything and make a requirement rule that the file not be 
present.

Nope, not possible.  A configitem does not and cannot reference a content 
location like an application.  If you want to remediate a missing file, that 
would be application logic, where you can deliver content
