The concepts are not new - I've worked with a number of customers that have this type of model. There is some fairly good prescriptive guidance on how to set this up that's out there I believe. You have to decide how much of it makes sense for your organization - risk/cost/reward.
The way I read their site is they've provided a turnkey tool to configure a set of best practices.
