This one is rather odd as it's treated as a Windows feature. I don't know why they've installed it by default now. There are changes planned for the next Windows 10 feature release to make this app just like all the others - easily removable.

If you don't want this in your reference image then maybe add something during deployment for online removal scenario. Dism /Online /Remove-Package /PackageName:Microsoft-Windows-InsiderHub-Package~31bf3856ad364e35~amd64~~10.0.10586.0 Could also do something during capture of a similar nature. Using a RemoveApp powershell script like Michael's won't remove it.
