Why go off metering rules? Just enable the client setting for metering and go off v_gs_ccm_recentlyusedapps?

I too am prepping for a Microsoft true up; we changed over from SCCM 2007 to SCCM 2012 R2 SP1 late last year (parallel environment, no migration). It was our belief that 2012 would auto-generate metering rules, but it turns out it only auto-generates when usage meets/exceeds a default percentage of the environment. Our Visio and Project installs do not meet the threshold, so no rules were auto-generated. When we were on 2007, we were able to create rules that retrieved usage data pre-dating the date when the rules were created, but I am not sure how it was set up and that environment is no longer available for comparison. I must not be doing something right. I'm not getting a prompt for the collection ID. When I hardcode the query as mentioned below. As of yesterday, I wrote a new query that is pulling back when last used and we will be doing a reclamation on those items soon. The map tool is more in line for sql to look at core/proc, and is also used since we have over 15 domains in house.
