The only thing that I can think of and based on past experience, a runtime (I can't recall which one) may be missing where the console is installed. But, if it worked before without you making any changes this root cause doesn't make sense. Anyways, try a fresh console install on another VM using ConsoleSetup.exe and not the MSI.
