I believe the majority of states reference a minimum height for the lights from the ground which a pocket bike cannot meet. I think the federal department of Transportation states this also. For the most part, DMV and local authorities are against pocket bikes and minichoppers on the street. In their view, they are better left to a track or parking lot.
