To some extent this is true. However the real problem with motorcycle
conversions is fiding the volume to fit things in. A transmission takes up
a lot of valuable space needed for batteries.

To go 100mph on a conventional motorcycle you're looking at about 30bhp at
the rear wheel. A single Perm, or even Lemco or AGNI is not going to
deliver that level of power.
