just a couple of notes since I wrote a lot in the original post:
Beware the trade-off between stability and slipperiness. Streamliners have to balance the effect of sidewinds, even a little more push at one end makes a terrible yaw. Go to the HPV folks for real expertise in closed-nose two-wheel vehicles - gas bikes need a lot of cooling and combustion air coming in.
Aero guys say the tail is more important than the nose, counter-intuitively.
