But what if the motor jams? I had a magnet come apart on my electric
mini-bike. Luckily the performance was so bad I wasn't going fast. I
presume a non-PM motor is much less likely to fail in a way to solidly
lock up, but????
BTW, I bought the R75/7 chassis yesterday!

I have one of these circuit breakers in my truck
http://www.electroauto.com/catalog/circtbkr.shtml. You could mount it
anywhere you have room and run your clutch cable to it to manually
trip it.
