Those #s are pretty close to where I'd like to be. I found a California
based company called ElectroAutomotive with an affordable AC system. They
have an entire AC kit(minus the batteries) for around 10K, does this sound
right?

Well, speaking in very very general terms, most manufacturers (with higher
voltage, more capable systems) use AC. Homebuilders, until Metric Mind,
tended to use only DC. 
 
Homebuilders very very rarely use regen, either.  Too hard to do, not enough
benefit out the other side. 

Homebuilders also very very rarely use solar panels on their cars. Most
prefer putting them on their homes. 

All these are generalitites. 
 
I remember a cool number from a guy.  If you want your car to have useable
range, you should have 40- 45% of the weight of the car in conventional lead
acid.  My car's about 35 ish.  Still, I go 75 mph, or go 70 miles, but not
both at the same time. I CAN go 60 mph, and easily do 55 miles, with 20% SOC
left over, and I'm proud of that. It's a 120v DC Fiero, with T125 batteries.
