I suspect these vans need more than just batteries to be operational again. In several of the pictures you can see that there is an open card-cage with electronics exposed to the environment. There are certainly some components of value in the vans (several contactors in each), but if the controller is non-functional (unknown), the batteries are shot and the bodies are in bad shape, you will have your work cut out for you.
