Jay, I cannot attest to the content of the article, but I did google the "electric drive vehicle battery and component manufacturing initiatives" and came up with a e-center.doe.gov site that required an email and password to access the topic, so without Ira Reschman's reply i would say there realy is an initiative to invest into the electrification of transportation.
