Yeah it's unlikely seeing as if you're licensed for MOSS, chances are you're probably licensed for SSRS also... which leaves you with a pretty small market to sell your alternative product to... sorry not much help I realise. I do know of one company, whose name escapes me, but I can track down if you're interested, that sells a report designer for SSRS that sits somewhere between VS and Report Builder in terms of functionality. May not be at all what you're looking for but thought I'd mention it just in case.
