Then why not just assign security directly for the users? Sounds like another level of complexity you can simply avoid.

Then that is not the way to do audiences. Audiences are there to create virtual groups of users based on an attribute. Then, when you edit a web part you can specify which audiences should see it. In SharePoint lists you can add an audience field so that each list item can be targeting an audience.
