I assume you mean more than grouping pages into folders within the Pages document library? This is the normal method for WSS internet sites such as WSSDemo (www.wssdemo.com). I had to do this recently with WSS and had the added hassle of trying to hide the 'Pages' link in the breadcrumb chain, in WSS you're stuck with:
Site Name > Pages > Page Name In the end we used folders to provide site structure, some JavaScript to hide the 'Pages' link in the breadcrumbs and in WSS you have to build your own Quick Launch navigation anyway so we could structure as we wished (manually). If you want the structured left navigation used by WSS Demo, there is an article on the site detailing how to do it. However it doesn't work with Firefox so I didn't bother with it. Not sure how much this will help, but might give you a few more ideas. David.
