I assume you mean more than grouping pages into folders within the Pages
document library?  This is the normal method for WSS internet sites such
as WSSDemo (www.wssdemo.com).
 
I had to do this recently with WSS and had the added hassle of trying to
hide the 'Pages' link in the breadcrumb chain, in WSS you're stuck with:

Site Name > Pages > Page Name
 
In the end we used folders to provide site structure, some JavaScript to
hide the 'Pages' link in the breadcrumbs and in WSS you have to build
your own Quick Launch navigation anyway so we could structure as we
wished (manually).
 
If you want the structured left navigation used by WSS Demo, there is an
article on the site detailing how to do it.  However it doesn't work
with Firefox so I didn't bother with it.
 
Not sure how much this will help, but might give you a few more ideas.

Has anyone here managed to group pages into a hierarchy so that they
display in tree view (navigation and breadcrumbs) in the manner of a
traditional web site?

 

I'm looking for a solution to port our existing website to a MOSS
publishing site that doesn't involve creating subsites every time I want
to create a hierarchy or grouping of pages, and it doesn't look like an
OOTB one exists.

 

Any tips, tricks or leads to custom web parts appreciated.
