For something like templates, I'd just prefer to see the product released and the templates come later.
VS2008 and .Net 3.5 were always going to release together. So I say if .Net 3.5 is finished, release them, and worry about VS2008 updates later. VS2002 wasn't, neither was 2005. It IS released, but you could just do the Vista thing and not use it until SP1...
