I don't know if this will help or not, but during my original installation I had the same problem. It turned out to be a permissions issue. I don't remember which account we had to change. Uninstall WSS and reinstall it (+/- reinstall TFS). I was hoping to avoid this but it may turn out to be the simplest option.
