I know this is not what you want, but have you considered modifying the
process template so that people *can't* transition from resolved -> closed?

Grab the process template editor from here:

And you should be able to modify the allowed state transitions.

As far as reporting on it goes, it should be possible - all the work item
current states and previous states are available in the warehouse. I don't
have time to look for it at the moment.
