Personally I've been using TFS in two different companies and at both locations we have worked with different people in India (we are based in Norway).
On both locations the initial idea was to setup and configure the TFS Proxy, but so far we've seen good enough performance with a single instance that is accessed from elsewhere in the world, hosted in Norway. Aprox. 4-10 developers in India, 15-20 in Norway (depending on time/location). Bandwidth out should be around 20MBit or something (full duplex), server is Dual Xeon 3GHz (with HT) and 4GB RAM, single instance installation (no dedicated DB Server).
