We have 30 user license for Team Plain but don't use it that much, most users just use the Team Foundation Client. CI runtimes usually includes a dashboard that interactions with your Team Build Types (at least Automaton does, not sure if CC.NET uses Team Builds), but that doesn't constitute as a real web replacement for TFS.
