The accounts do need to be domain accounts if you want to talk to a domain controller (to get authorization details) or authenticate between domain machines using domain accounts, so Im afraid the easiest work around that I know of is to re-install using domain accounts. In theory it should be possible to change the accounts that TFS is using for you to do all the authentication but in my experience it is just easier to follow all the instructions in the manual and things are happier.
