This other guy had a number of files, so I just used /recursive
 
I knew it had to do something with workspace.

You won't be able to check it in because you won't have the file on your
machine. What you can do however, is remove the lock they have on the
file:

 

tf undo /workspace:workspacename;workspaceowner $/Path/To/File/To/Unlock

 

You will need to know the username of the user who has the file locked,
and the name of the workspace they locked it in. You can list the other
user's workspaces by running:

 

tf workspaces /owner:workspaceowner

Is there a way to checkinOther user's files when the file has exclusive
check-out type? 

The documentation says yes, it can be done provided the change is in
your workspace. Well, the can't be in my workspace, else I would had
checked in anyway.

I'm not understanding how I can solve my problem. 

I can delete the other user's workspace, but will that help?
