After getting burned by script-born malware like the "ILoveYou" VBScript worm, 
Microsoft made a sensible decision in the vein of "secure by default".  Which 
in the case of PowerShell means that you can't run PowerShell scripts 
out-of-the-box.  The user has to explicitly enable script execution using the 
Set-ExecutionPolicy cmdlet.
