I have not seen a VS2008 compatible policy pack yet.

I'd assume that the existing policy pack works - but the new IDE isn't
picking it up.

My guess is that you could just create a new registry entry for the VS2008
IDE like this:

Copy the contents of:
\HKLM\SOFTWARE\Microsoft\VisualStudio\8.0\TeamFoundation\SourceControl\Checkin
Policies

To:
HKLM\SOFTWARE\Microsoft\VisualStudio\*9.0*\TeamFoundation\SourceControl\Checkin
Policies

If you do try this, let us know how it goes.
