John Robbin's approach may help you. He has an MSBuild task that removes SCC 
bindings from the projects / solutions.

He is dealing with the same problem you describe:
However, nothing is worse than opening up a project when you don't have your 
connection to TFS and getting those three dialogs telling you in order: 1) VS 
can't find your TFS server, 2) the solution is under version control but its 
binding information can't be found, and 3) the ultra scary dialog with the 
option to temporarily work uncontrolled (which sounds kind of like a negative 
Zen thing) or potentially mess up your project by removing the bindings 
permanently. I really wish VS would be a bit smarter and if it can't find your 
TFS server, it just ignore the source bindings.
After installing his MSBuild tasks:
To remove the bindings, you'd execute the command line:
msbuild Foo.proj /t:RemoveVersionControlBindings
To restore the bindings, execute
msbuild Foo.proj /t:RestoreVersionControlBindings

The problem I'm having is trying to load up VSTS and a solution when our TFS 
box is down. The IDE just hangs there for ages trying to connect.

My understanding is that you don't "go offline", you have to manually remove 
the read-only attribute on the files you want to change and start making your 
changes, then "tfpt online" will identify the changes you've made and 
automatically check the files out for you... It's not a pretty story but it 
works.
