Unfortunately there isn't an easy way to do that. You can modify the existing WSS site templates to add this functionality to the quicklaunch bar though. Create a new site with the template, modify the site with FrontPage, save the site as a new template, download the template as a '.stp' file, and add it to the server using stsadm -o addtemplate. You would need to retarget wsstasks.xml to point to this new template if you rename it from 'VSTS_MSFAgile/VSTS_MSF_CMMI'.
